PORT OF SUNNYSIDE
MINUTES OF THE STUDY SESSION & BUSINESS MEETING
Held September 21/23, 2009

The September 21, 2009 Study Session was called to order at 7:00 p.m. by President Woodworth and the September 23, 2009 Business Meeting was called to order at 7:00 p.m. by President Woodworth. The meetings were held at the Port of Sunnyside Administration Office at 520 S. 7th St., Sunnyside, WA.

PRELIMINARY BUDGET & LEVY HEARING: The hearing at the Wednesday Business meeting was opened by President Woodworth at 7:00 p.m. Mr. Winfree gave an overview of Budget Hearing and asked if we had advertised as required and if we had received any written or oral comments. Ms. Hansen reported that this meeting was advertised in the legal section of the Daily Sun News on September 11th and 18th, 2009 and that no comments had been received. President Woodworth asked for any comments from the public and those in attendance and hearing none adjourned the hearing at 7:02 p.m.

EXECUTIVE DIRECTOR: Amber Hansen presented a written report and the following items were discussed; (written report available upon request).

Ms. Hansen stated that the SIED board approved our request for $275,000 with 50% being a grant and 50% being a low interest loan for the Midvale Industrial Rail Park project. We are currently completing the CERB application for resubmittal in October.

PROPERTY, DEVELOPMENT & PROJECT MANAGER: Jay Hester presented a written report
and the following items were discussed;(written report available upon request).

Mr. Hester provided a map showing the bus transportation facility layout and landscaping design. The building will be constructed with colored block. The commissioners commented that this project will be a good addition to the Golob Landing Business Park.

MAINTENANCE MANAGER: Travis Jansen presented a written report and the following
items were discussed;(written report available upon request).

Travis indicated that the contractor made the needed corrections on the grass at the east end of Reith Way at the Golob Landing Business Park. He indicated that we had also improved the drainage by enlarging the swale and burying some drain rock.

PORT ENGINEER:Robert Farrell, presented a written report and the following items were
discussed;(written report available upon request).

Mr. Farrell reported that the application to renew our permit was submitted to the Department of Ecology on August 27th. He also indicated that he was continuing to work on the engineering report which is required to get our permit renewal next February 2010.

Mr. Farrell provided a proposed scope of work from HDR Consultants for engineering services for the routing of and cost of a pipeline to the Emerald Road wetland.

SPRAYFIELD MANAGER: Gary Holwegner, presented a written report and the following items were discussed;(written report available upon request).

The Port’s portion of the SVID irrigation water project for delivery of SVID water to pump house #3 has been completed. SVID will commence their portion of the project as soon as the silage corn is harvested around the area where they will be working. The delivery of SVID water to pump house #2 has been increased by approximately 300 gpm to 730 gpm.

STAFF COMMENTS:

Mr. Hester reported on the tour he took of the Port of Walla Walla projects while attending the WPPA 2009 Trade and Economic Development seminar. He found it most interesting and very impressive.

Mr. Holwegner recognized Travis for his great teamwork.

COMMISSIONERS COMMENTS:

Commissioner Woodworth mentioned noticing how prices have risen and some even doubled.

Commissioner Martin added that some tractor filters have tripled in price and some tractor tires have doubled in the last two years.

CITIZEN COMMENTS: Jim Grubenhoff congratulated the Port on the great car show this past weekend.

ACTION ITEMS: Action items were taken on Wednesday, September 23, 2009, unless otherwise noted.The consent agenda includes minutes of the Port Meeting held on September 9, 2009 and accounts payable checks in the amount of $372,671.36 for issue on September 23, 2009 and payroll in the amount of $20,535.33 for issue on September 18, 2009 totaling $393,206.69. Commissioner Matson moved to approve, Commissioner Martin seconded, motion carried.

Approve the policy on Rules of Governance for the Port of Sunnyside. Commissioner Martin moved to approve, Commissioner Matson seconded, motion carried.

Approve continuing support of the YBSA and allocate $25,000 from the water buy back funds to be used for this purpose in 2010. Commissioner Matson moved to approve, Commissioner Martin seconded, motion carried.

Approve the request for easement from Pacific Power and authorize Amber to sign on behalf of the Port for the Underground Right of Way Easement granted to Pacific Power & Light and to be located on the parcel where the new bus transportation garage is to be built. Commissioner Martin moved to approve, Commissioner Matson seconded, motion carried.

Approve amendment #20 to the Darigold contract and corresponding schedule A and authorize Amber to sign on behalf of the Port. Commissioner Matson moved to approve, Commissioner Martin seconded, motion carried.

Approve amendment #2 to the Yakima Chief contract and corresponding schedule A and authorize Amber to sign on behalf of the Port. Commissioner Martin moved to approve, Commissioner Matson seconded, motion carried.

NOTICE ITEMS: Rotary is sponsoring the Young Eagles Flights on Sunday, Sept. 27th from 1-5 p.m. at the Sunnyside Airport. These flights are free for ages 8-17 so that they may experience the joys of aviation and get an awesome view of Sunnyside.

Port of Kennewick is hosting a Ribbon Cutting and Art Dedication on Sept. 24th at 1 p.m. at 104 Clover Island Drive.

Port of Benton is hosting a Ribbon Cutting for Gamache Vintners on Sept. 29th at 11 a.m. at 505 Cabernet Court in Prosser.

WPPA Small Ports Seminar is scheduled for October 22-23 in Leavenworth.

EXECUTIVE SESSION: Executive Session was called during the Study Session by President Woodworth at 8:45 p.m. to discuss real estate as allowed under RCW 42.30.110 Subsection C. Session was expected to last 15 minutes. Session was extended by President Woodworth at 9:00 p.m. for an additional 5 minutes. Session closed at 9:05 p.m. with no action required.

ADJOURNMENT: The Study Session was adjourned at 9:06 p.m. and the Business Meeting was adjourned at 7:07 p.m., peace and harmony prevailing.
